SEATTLE (Recycling Monster): Beginning Thursday, eligible San Diego homeowners can apply for financial relief to help reduce the cost of annual trash and recycling collection services, as the city rolls out a new assistance initiative targeting economically vulnerable households.
The Solid Waste Management Fee Financial Assistance Program is funded through $3 million allocated in the City of San Diego’s fiscal 2026 budget, supplemented by more than $60,000 in voluntary customer contributions. The program is administered in collaboration with the Metropolitan Area Advisory Committee on Anti-Poverty of San Diego County Inc. (MAAC), leveraging the nonprofit’s deep ties within local communities.

City officials said the initiative reflects feedback gathered during extensive public outreach over the past two years and aims to ensure broad access to support. Applications are available online, with in-person help offered at multiple community centers for residents needing assistance with the process.
Eligibility requirements include homeownership and occupancy as a primary residence, household income at or below 60% of California’s state median income, and enrollment in at least one public assistance program, such as Medi-Cal, CalFresh, CalWORKs, or the Low Income Home Energy Assistance Program.
Officials estimate approximately 7,000 households will qualify. Approved applicants may receive credits covering up to 50% of the annual service fee, about $260, while additional full-fee support is available for qualifying property tax payment plan participants.
