New York City’s New Solid Waste Management Plan Aims to Boost Diversion Rates


SEATTLE (Recycling Monster): The New York City Department of Sanitation (DSNY) has released its proposed 2026 Solid Waste Management Plan (SWMP26) and is inviting public feedback. The new plan aims to modernize the city’s approach to waste handling and significantly boost diversion rates over the next decade.

The proposed SWMP26 will replace the city’s existing 20-year-old waste management framework, setting a comprehensive strategy to reduce landfill dependency and enhance recycling efficiency. DSNY has outlined more than 100 strategies designed to improve diversion rates for materials such as batteries, electronics, and textiles.

Under current projections, New York City’s total waste generation could rise by 3.2% by 2036 if operations continue as usual. However, if the proposed initiatives are implemented, DSNY estimates an 11-percentage-point increase in diversion rates for residential waste and a 27-percentage-point improvement in commercial waste diversion.

The SWMP26 provides a system-wide, forward-looking roadmap that focuses on waste reduction, recycling, and resource recovery. By prioritizing efficiency, innovation, and sustainability, the plan aims to make New York City a leader in responsible waste management.

New York City currently generates approximately 13 million tons of waste annually, including residential, commercial, and construction and demolition (C&D) materials. Through SWMP26, DSNY seeks to strengthen its commitment to environmental stewardship and community engagement as it builds a cleaner, more sustainable future for the city.
