Elk County Commissioners Reached Agreement with Solid Waste Authority


SEATTLE (Recycling Monster): The Elk County Board of Commissioners have entered into a delegation agreement with the Elk County Solid Waste Authority (SWA), which will allow Elk County to delegate responsibilities to the SWA under the Pennsylvania Municipal Waste, Planning, Recycling and Waste Reduction Act.

The first solid waste management plan was developed in early 1970s as a result of joint efforts by the Elk County Planning Commission and an Elk County Local Government Advisory Council. That plan recommended appointment of a countywide solid waste authority, which came into fruition in 1975. Later in 1983, it established a sanitary landfill for trash disposal and turned its attention to recycling.

Since then the SWA has launched various activities including establishment of drop-off recycling depots and development of a series of recycling options for businesses as well as residents.

The Delegation Agreement aims to better define the roles of the Elk County Board of Commissioners and the Solid Waste Authority and ensure the survival of the Elk County Community Recycling Center through a long-term strategy. As far as public are concerned, there will be little or no obvious difference in services offered.
