According to NWRA President and CEO Michael E. Hoffman, safety is a primary concern in the waste and recycling sector. The participating businesses are dedicated to taking preventative steps to shield their staff from heat-related diseases and accidents. For a sector like garbage and recycling that works year-round in a variety of environments, flexible safety protocols are crucial.

OSHA was asked by NWRA to let companies to modify Heat Injury and Illness Prevention Plans (HIIPP) in accordance with regional circumstances. Allowing for flexibility will only increase the plan's efficacy. It stated that in order for companies to create plans that are suitable for their operational environment, the rulemaking must take into account particular local factors.
