CAA Launched Oregon’s EPR Program for Packaging and Paper


SEATTLE (Recycling Monster): The statewide EPR program for packaging, writing and printing paper, and food serviceware in Oregon has officially begun, according to the Circular Action Alliance (CAA). Under the Plastic Pollution and Recycling Modernization Act (RMA), this is the first packaging EPR program in the country.

Since the EPR program's inception, manufacturers of paper and packaging have been held accountable for providing the capital and support for an extensive recycling infrastructure.

As a result, all obligated producers must register with CAA and use the Producer Portal to submit brand and material data. For producers, the system suggests an eco-modulated fee structure. The cost of processing materials covered by the program will be met by the producer contributions.

In order to assist businesses with the registration and reporting requirements, CAA pledges to offer technical support. Producers will also have access to cost breakdowns and performance statistics.

In the future, the EPR program hopes to create over 140 new drop-off locations in towns throughout the state, deploy about 100 more recycling pickup trucks, and provide curbside recycling access to over 150,000 homes and businesses. By lowering contamination and enhancing recycling system performance, these will assist Oregon in meeting its statewide recycling targets.
