Bill for Florida’s Comprehensive Recycling Plan Vetoed by Governor


SEATTLE (Recycling Monster): Ron DeSantis, the Governor of Florida State, has vetoed HB 295- a bill that entitles the state’s Department of Environmental Protection (DEP) to implement a comprehensive waste reduction and recycling plan. 

The Governor voiced his disapproval of the House Bill passed during the 127th session of the Florida Legislature in his veto message on June 27. As it continues a loop of plans and reports without implementation, he pointed out that the legislation is needless. Furthermore, it ignores the reality that the private sector is always putting new waste reduction techniques into practice.

In accordance with the bill's terms, the Florida DEP would have been instructed to organize a technical assistance committee, whose report was due to the legislature by July of the following year. Strong recycling objectives and a three-year comprehensive plan addressing a number of topics, such as recycling education and outreach and local government recycling support, would have been part of the plan. The bill's other provisions included tax breaks for MRFs and incentives for manufacturing that used recycled materials.

Numerous associations representing local governments and the recycling industry had endorsed the bill.
