The city considers four options. The first is to go ahead with the same services, but at a higher monthly cost. The second is to put an end to curbside recycling by compensating with increased number of drop-off recycling centres across the city. The third option is provide an opt-in/opt-out program for residents.

The final option is to seek fresh suggestions from residents. It offers residents to suggest something new based on their experiences in other places or even other countries.

The current cost of $2.93 per household for curbside recycling services charged by TFC Recycling is expected to almost double in the new contract. It must be noted that the company has been serving Virginia Beach residents since the 1980s.

Also, the city expects notable increase in number of residents using the recycling services, compared with the current number of 12,500.
