SEATTLE (Recycling Monster): The National Stewardship Action Council (NSAC) has released A Decade of Impact: 2015–2025, a landmark report highlighting 10 years of circular economy policy leadership and announcing its newly elected 2025–2026 officers. “Our collective work over the past decade has changed what’s possible in the United States,” said Tim Goncharoff, outgoing NSAC Board President. “But the work is far from over. Together, we can accelerate the transition to a truly circular economy.”

The Decade of Impact report showcases NSAC’s leadership in driving California’s SB 54 Plastic Pollution Prevention and Packaging Producer Responsibility Act from introduction and negotiation to passage and now fair implementation. It also highlights the organization’s national expansion through cross-sector, multi-material working groups that convene more than 2,700 leaders and over 60 member organizations, advancing circular economy solutions and policy reforms across the United States.

Looking ahead to 2026, NSAC will build on this momentum by scaling its SB 54 Implementation Working Group into a national Packaging and EPR Implementation Working Group; expanding its Household Hazardous Waste (HHW) Working Group beyond local governments to include haulers, manufacturers, and other interest holders; and continuing to grow the newly launched National Textile Circularity Working Group. These efforts complement NSAC’s ongoing leadership driving truth in labeling reforms and building national momentum behind deposit-return systems.

Following the release of the report, NSAC announced its 2025–2026 Board of Directors officers, reflecting the organization’s growing reach and commitment to collaboration. Patty Garbarino, President & CEO of Marin Sanitary Service (California), has been elected President of the NSAC Board of Directors, succeeding Tim Goncharoff, whowill continue to serve as an advisor to NSAC. Garbarino has been a board member since NSAC’s inception in 2015 and has long served as treasurer.
