Illinois Rolls Out Statewide Paint Recycling Program


SEATTLE (Recycling Monster): Illinois has become the 11th state to launch a paint stewardship program, giving residents new options to recycle leftover paint, stain and varnish as of Dec. 1. The program is operated by PaintCare, a nonprofit created by paint manufacturers, and includes more than 250 drop-off sites at retail stores and local government facilities. It is expected to manage about 1 million gallons of paint in its first year. The initiative is funded through a fee on new paint purchases ranging from 45 cents to $1.95 based on container size.

The launch comes as Illinois expands its producer responsibility efforts. A statewide battery EPR law takes effect Jan. 1, and the state is conducting a recycling needs assessment that could pave the way for future packaging EPR legislation.

Illinois EPA Director James Jennings said the program marks a major step forward in offering convenient recycling options. The law aims to ensure that 90% of residents have a collection site within 15 miles and emphasizes public education to reduce paint waste.

Illinois joins 10 other states and the District of Columbia with similar programs. PaintCare has managed 85 million gallons of paint nationally, focusing on reuse and recycling to keep materials out of landfills.
