SEATTLE (Recycling Monster): The Recycling Reform Act by Washington State is expected to deliver a major transformation of its residential recycling system. The proposed law is likely to make recycling more affordable, consistent, and accessible. It is scheduled to take full effect in 2030.
The legislation introduces an Extended Producer Responsibility (EPR) model, which shifts the financial responsibility for collecting and recycling packaging and paper products from local governments and residents to manufacturers and brand owners. The move will not only reduce household recycling costs, but will also encourage companies to produce packaging that has a lower environmental impact.
As part of the program, producers must join approved stewardship organizations that will collect fees based on the amount and type of packaging. Packaging that is easier to recycle will attract lower fees, while less sustainable materials will have higher fees. The fees collected will be used to support upgrades to recycling infrastructure, improve collection systems, and expand curbside recycling services across the state.
The law proposes standardization of recycling rules throughout Washington by 2030.
The reform is expected to significantly increase recycling participation, thereby leading to increased recovery of recyclable materials.
