Pennsylvania House Committee Advances E-Waste Recycling Reform Bill


SEATTLE (Recycling Monster): A Pennsylvania House committee has advanced legislation aimed at modernizing the state’s electronic waste recycling framework and improving access to responsible disposal options. House Bill 2553 cleared the House Environmental & Natural Resource Protection Committee in a 15-11 vote. It will now be sent to the full House for further consideration.

Sponsored by Rep. Lisa Borowski, the bill primarily aims to update Pennsylvania’s Covered Device Recycling Act (CDRA) by expanding the range of electronic devices covered under the law. Furthermore, it proposes to strengthen data protection measures and enhance public access to recycling services.

According to Borowski, the proposal reflects today’s rapidly evolving electronics market and growing volumes of e-waste. She noted that the bill has received bipartisan support in the Senate.

The legislation would require electronics manufacturers to fund recycling programs through a fee structure based on the weight of covered devices sold per year in Pennsylvania. Manufacturers with annual sales weights of 100,000 pounds or more would pay $10,000, while smaller companies would pay reduced fees. Meanwhile, the bill specifies that it will not result in any direct cost increases for Pennsylvanians.
