SEATTLE (Recycling Monster): Comstock Inc. and its subsidiary, Comstock Metals LLC, have received approval from the California Department of Toxic Substances Control (DTSC) for their newly opened solar panel recycling facility in Kings County, California.
With the authorization, the company has been added to a select list of universal waste recyclers permitted to treat photovoltaic (PV) modules, positioning it as the only certified zero-landfill solar recycling provider in North America.
The Kings County site strengthens Comstock Metals’ southwestern recycling network and serves as a centralized hub for the collection, preparation, storage, and aggregation of decommissioned PV panels. Strategically located in California—the largest U.S. market for end-of-life solar panels—the facility is designed to optimize logistics for utilities, EPC contractors, installers, and asset owners across California, Arizona, and Nevada.
As solar installations mature, demand for compliant recycling solutions is accelerating. Comstock’s advanced recovery processes enable the extraction of valuable materials such as aluminum, silver, copper, and gallium for reintroduction into the supply chain.
The company is also advancing plans for a second integrated, industry-scale recycling facility in Nevada to support its expanding national network.
