Elk County Approves Updated Solid Waste Management Plan Through 2034


SEATTLE (Recycling Monster): Elk County Commissioners approved an updated Municipal Solid Waste Management Plan at their February 5 meeting, ensuring compliance with Pennsylvania’s Act 101 requirements and extending the county’s waste strategy through 2034. The revised plan replaces multiple addenda with a streamlined ordinance, as required by the Department of Environmental Protection (DEP), strengthening enforcement and regulatory clarity.

Chairwoman Fritz Lecker noted that counties must update their solid waste plans every 10 years, with execution delegated to the Solid Waste Authority. Interim Recycling Coordinator Bekki Titchner confirmed that the prior plan expired in 2024 but received an extension pending approval of the consolidated ordinance. The ordinance serves as the enforcement mechanism, addressing demolition permits, waste tracking and illegal dumping violations.

County officials reported a decline in violations over time, attributing improvements to consistent enforcement and public awareness. The plan also ensures sufficient landfill capacity for the next decade, with most waste transported to facilities in McKean County and Greentree.
