Comstock Secures Final Nevada Permit for Industry-Scale Solar Panel Recycling Facility


SEATTLE (Recycling Monster): Comstock Inc. and its subsidiary Comstock Metals LLC announced that the company has received its Written Determination Permit from the Nevada Division of Environmental Protection’s Bureau of Sustainable Materials Management, clearing the final regulatory hurdle for its industry-scale solar panel recycling facility in Silver Springs, Nevada.

The approval enables full operations at the zero-landfill facility, which focuses on the recycling of end-of-life solar panels and photovoltaic materials.

The permit follows a separate Air Quality Control permit approval received on January 5, 2026, completing the full scope of regulatory authorizations required to commission the project. The facility is designed to process more than three million solar panels annually through a single continuous production line, representing up to 100,000 tons of waste material each year.

The Silver Springs plant integrates advanced technologies to crush, condition, extract, and recycles metal concentrates from photovoltaic panels. All major equipment was ordered previously, with most deliveries completed in the fourth quarter of 2025. Installation, testing, and commissioning are scheduled for completion during the first quarter of 2026.

Company officials said the facility positions Comstock to meet demand for solar panel decommissioning.
