Plumas County Approves Countywide Curbside Recycling Expansion for Quincy Starting 2026


SEATTLE (Recycling Monster): Curbside recycling services in the Quincy area will be expanded beginning January 1, 2026, ending a long-standing imbalance between downtown Quincy and East Quincy. The Plumas County Board of Supervisors approved the change on December 16, extending countywide curbside recycling to the entire American Valley Community Services District (AVCSD).

Under the newly approved contract, Plumas County will partner with Feather River Disposal, a division of Waste Management that already provides solid waste services in other parts of the county. The decision allows East Quincy residents to receive curbside recycling for the first time, while downtown Quincy households will see a significant increase in monthly rates.

Downtown Quincy residents, previously served directly by AVCSD, will pay about 39% more than under the existing contract. AVCSD opted in September to exit the solid waste business and terminate its agreement with Waste Management effective December 31, shifting responsibility to the county.

County supervisors weighed two service options earlier this month: trash-only service with lower initial rates or trash service combined with curbside recycling at a higher cost. The board selected the recycling-inclusive option.

County officials said the increase reflects historically low rates paid by downtown Quincy residents and aligns local pricing with countywide solid waste costs, while delivering more consistent recycling access across the community.
