SEATTLE (Recycling Monster): Colorado’s recycling system is poised for a major overhaul after state officials approved the Circular Action Alliance’s (CAA) plan to implement House Bill 22-1355, known as the Producer Responsibility Program for Statewide Recycling Act. The Colorado Department of Public Health and Environment (CDPHE) granted final approval, clearing the way for a 100% producer-funded recycling program for packaging and paper products.
Key Highlights of the Approved Plan
· Statewide producer-funded model will cover the full net costs of recycling services.
· Standardized recyclable materials will be introduced for consistent statewide guidance.
· Recycling access will expand, especially in underserved communities.
· Program aims to more than double Colorado’s recycling rate by 2035.
· Supported by collaboration among producers, local governments, recyclers, nonprofits, businesses, and community stakeholders.
Next Steps for Colorado
· CAA must begin implementation within six months.
· Local governments, MRFs, and eligible entities can now submit participation and reimbursement interest forms, due January 16, 2026.
· Additional program information for private haulers and compost facilities will be released in early 2026.
